In each country, a national jury comprised of two to three professional journalists and a representative of the European Commission evaluated the 2008 and 2009 submissions according to the following criteria:

• relevance of information in relation to the topic
• originality of treatment of the subject
• journalistic style and quality
• ability to catch the reader’s or listener’s attention
• effort made in the preparation of the submission
